First — did you make sure that the pattern you’re making is the ideal cup size? As La Belladonna has commonly reminded us, patterns are meant for a B cup. If you’re not a B cup (and it seems like you aren’t), you have to do something called a full Bust Alteration (check out the Pattern evaluation boards or Stitches as well as seams or this link for info about this).
Since I am not far sufficient away from a B to validate doing an FBA, I normally just make sure that the middle button is centered ideal between the two bust points.
